"Lobbyist", to me, is not a term whose current, complete meaning is very self-evident. It sounds like someone who doesn't have a job, they just hang out in hotel or office building lobbies. They linger, they loiter, they lobby. I think that a lot of older women in hats could be lobbyists. They go to hotels during the day and make uncomfortable conversation with out-of-towners. Something like a high-end grifter. That's what I imagine. Or someone who catches lobsters - it kind of sounds like that a little bit.
